Correct answer: Permitted only if road visibility is more than 100 m.

Explanation

Marking 1.11 has its broken line on your side, so you may cross it from there and it does not ban the U-turn. The Rules do ban a U-turn where the road is visible for less than 100 m in at least one direction, so it is allowed only with 100 m or more of visibility in both directions (Rules, point 50).
