Explanation

The truck ahead is turning left and waiting for the oncoming car. You could pass a left-turning vehicle on the right, but only on the roadway, and here the right side is just a shoulder. Driving on shoulders is prohibited, so you wait and continue after the truck has made its turn (Rules, points 61 and 74).
