Explanation

Sign 5.15.1 "Directions of travel by lane" shows what is allowed from each lane, and for the left lane it shows straight and right only. A U-turn is made from the leftmost lane, and only a sign that allows a left turn there allows it too. So a U-turn is prohibited here (Rules, sign 5.15.1).
