Explanation

The red car approaches the controller's chest side while his right arm is extended forward: from there only a right turn is allowed, so going straight is prohibited. The turn must be into the first passage, because after turning the car must not end up on the side of oncoming traffic (Rules, point 16, subpoint 3; point 41).
