Explanation

Sign 5.15.3 "Start of lane" with sign 4.6 for 60 km/h means vehicles in the main lane must go at least 60 km/h. A towing vehicle may go at most 50 km/h, so it cannot keep up that speed and must move into the additional lane on the right (Rules, point 71; sign 5.15.3).
