Correct answer: Only the bus driver.

Explanation

The traffic lights are working, so drivers follow them rather than sign 2.4 "Give way". When turning left on green you must give way to the oncoming bus going straight or right. You need not give way to the truck with the yellow beacon: such beacons give no priority, and its light is red (Rules, points 32, 90 and 173).
