Correct answer: The truck.

Explanation

Sign 2.1 with the 8.13 plate shows you are on the main road, and it turns right at this intersection. When a main road changes direction, its drivers follow the equal-roads rule, so for a U-turn you give way to the truck on your right. The oncoming green car is on a secondary road and yields to you (Rules, points 97 and 98).
