Explanation

In a built-up area with two lanes in your direction, you may pass the truck signaling a left turn on the right using the free right lane, or wait until it turns. Passing on the right a vehicle that has started a left turn is allowed; when changing lanes, give way to anyone in the right lane. So both actions are permitted (Rules, points 39 and 74).
