Explanation

Parking sign 6.4 with plate 8.6.3 allows parking on the sidewalk edge, and that is allowed only for cars, motorcycles, mopeds and bicycles, which is how the car and motorcycle stand. The truck stands on the roadway at its right edge, which is also allowed, so nobody broke the rules (Rules, points 78 and 81).
