Explanation

Sign 2.1 with plate 8.13 shows that the main road turns left, so the blue car turning left stays on the main road and goes first, while the tram and the red car are on a secondary road. At such an intersection a tram has priority over a non-rail vehicle moving in the same direction, so the tram goes second (Rules, points 96 and 97; signs 2.1 and 8.13).
