Explanation

Marking 1.11 separates the opposing flows, and on your side the line is solid. From that side you may cross it only to finish overtaking or going around an obstacle, so you may not start overtaking. The exception for slow vehicles belongs to sign 3.20, not to this marking (Rules, marking 1.11; sign 3.20).
