Sign 3.28 "No parking" prohibits only parking. Stopping to pick up or drop off a passenger is not parking, so it is allowed. The 3 m rule applies to a solid line, not a broken one, and parking on even days of the month is banned by a different sign, 3.30 (Rules, sign 3.28; point 84, subpoint 3; Law, Article 2).
