Correct answer: Permitted only for the driver of a public transit vehicle.

Explanation

This is sign 5.16 "Bus and/or trolleybus stop" with no zigzag marking. Stopping is prohibited closer than 15 m to the stop sign, and picking up a passenger is still stopping. Only a public transport vehicle stops there, because the stop exists for it (Rules, points 84 and 85).
