Explanation

This road is outside a built-up area. Vehicles may stop and park on the right side of the road on the shoulder, and at the roadway edge only if there is no shoulder. The minivan stands on the left side, which is allowed only in built-up areas, and the motorcycle stays on the roadway although there is a shoulder. So both drivers broke the rules (Rules, points 78 and 79).
