Answer and explanation

Correct answer: Entering the shoulder is dangerous because of roadwork.

Explanation

Plate 8.12 "Dangerous shoulder", used with sign 1.25 "Road works", warns that driving onto the shoulder is dangerous because of the repair work. Sign 1.25 alone would warn about road works in general, and the plate says what the danger is (Rules, signs 1.25 and 8.12).
