Explanation

The controller stands side-on to you with his arms lowered. From his left and right sides this allows non-rail vehicles to go straight on and to the right, but not to turn left. Sign 5.7.1 shows that the road on the right is one-way in the direction of a right turn (Rules, point 16; sign 5.7.1).
