Explanation

The reversible-lane lights are switched off, and in that case entering a lane marked with line 1.9 on both sides is prohibited. So you cannot turn left from the reversible lane; the turn is made from the lane shown in the picture, which is now the left edge lane for your direction (Rules, points 13 and 40).
