How to get a driver's license in Armenia, step by step

To get a category B driver's license in Armenia you must be at least 18 years old, pass the theory exam, then the practical exam, after which the license is drawn up and issued. The theory exam has two parts: a psychological test of 3 questions, every one of which you must answer correctly, and a knowledge test of 20 questions, of which at least 18 must be correct; you get 30 minutes to answer. For category B you normally do not have to submit a medical certificate. The addresses of the registration and examination units and the official question bank are published on the MIA's official website, roadpolice.am.

Here is the whole route, step by step.

Step 1. Check that you meet the requirements

For the most common category, B (a light passenger car), you must be at least 18 (Law "On Ensuring Road Traffic Safety", Article 27, part 3, point 1). You can start learning earlier: a person learning to drive must be at least 16 (Article 28, part 1.1). Besides age, you must have no health contraindications to driving — the next step explains when that is checked by a medical accreditation.

A driving school is not mandatory today. Self-taught candidates may also sit the qualification exams for categories A, B and C and for subcategories AM, A1, B1 and C1, in the manner prescribed by law (Article 28, part 1.2). A reform is under discussion: on August 19, 2026 the MIA reported (in Armenian) that the Minister of Internal Affairs had met representatives of driving schools and of the registration and examination sector, that making driving-school education mandatory before the exam had been discussed, and that the sector backed the idea. It is still a proposal — no act has been adopted, and no such requirement applies today.

Step 2. Find out whether you need a medical accreditation

To get a category B license you normally do not have to submit a medical certificate. You are sent for a medical accreditation (a medical check at a polyclinic) in only two cases: if it is evident when you apply that you may have a contraindication or restriction to driving (for example, a missing limb, or obvious sight or hearing impairment), or if your health declaration records a condition that hinders driving (Law "On Ensuring Road Traffic Safety", Article 28, part 1.3; RA Government Decision No. 385-N of March 26, 2020, Annex 1, point 8).

For citizens of Armenia the exam authority pulls the medical data automatically from the ARMED e-health system. Foreign citizens and stateless persons submit the medical accreditation certificate on paper, and so does anyone whose data cannot be retrieved from ARMED (point 11). The details are in a separate article on medical documents.

Step 3. Prepare for the theory exam

This is the step where people get stuck most often. The theory exam is taken on a computer and has two parts: a psychological test and a knowledge test. The psychological test has 3 questions, and a single wrong answer means the exam is failed. The knowledge test has 20 questions: 2 from the Law "On Ensuring Road Traffic Safety", 15 from the Rules of the Road, 2 on the faults and conditions that prohibit operating a vehicle, and 1 on the safety of road users and first aid. You pass if you answer at least 18 of the 20 knowledge questions correctly — that is, at most 2 mistakes are allowed. Every detail of the format is in the theory exam guide.

The most effective way to prepare is to work through the official question bank: first topic by topic, then in full simulations. In bibip's practice section all 10 groups of the official question bank and the color-plate practice group are free and need no registration. The exam simulation, which follows the official format, is also open without registration, and once you register you get progress tracking, saved simulation results and mistake review. If you would rather follow a set schedule, we have a two-week study plan.

Step 4. Book your slot and take the theory exam

Exams are held by the MIA registration and examination units (հաշվառման-քննական բաժին, ՀՔԲ) — the list is on roadpolice.am. You can book a time in advance online at roadpolice.am, or use most services in a live queue: after you book, a four-digit code is sent to the email address you gave; come to the unit 15 minutes before your slot and confirm your attendance by entering that code at the terminal. Without a booking, take a ticket from the terminal and wait your turn (MIA notice of 07.09.2026, in Armenian).

Come to the theory exam with an identity document (for citizens of Armenia, a passport or ID card) and the receipt for the state duty (Decision No. 385-N, Annex 1, points 11–12; Annex 2, items 1 and 2). We have covered the amounts and the retake rules in a separate article. Requirements can be updated, so check the full list of documents in Annex 2 to the same decision.

What to expect on exam day and how to keep your nerves in check is in a separate article.

Step 5. Pass the practical exam

Once the theory is behind you, the practical exam follows: a check of your actual driving skills. For category B the exam in real traffic lasts 25 minutes; the time spent receiving candidates, preparing the vehicle, inspecting its technical condition, performing special maneuvers and announcing the result does not count toward it (Decision No. 385-N, Annex 1, point 50). Here your theory is your ally: the right-of-way rules, the signs and the maneuvers you learned for the theory exam are exactly what the examiner expects to see in your driving. Remember: you have two years from passing the theory exam to take the practical (details on the deadline here).

Step 6. Get your license

After you pass both exams, the driver's license is drawn up and issued. From that moment you are a fully licensed driver; all that is left is for the theory not to stay in the tests, but to become a daily habit on the road.

The most important advice

Of all the steps in the process, only one is entirely under your control: preparation. Documents and queues are administrative matters, while the result of the theory exam depends directly on how systematically you have studied. Start with free practice today, and the hardest step of the process becomes the most predictable one.
